Challenge: The day is coming when nation-wide legislation will require that a percentage of energy comes from renewable sources-some think 25% by 2025.

Currently energy producer compliance to RPS regulations is valued in the form of credits they present agencies to prove renewable production; mandatory in some states, voluntary in others. If a federal level of RPS regulation is adopted—a distinct possibility-compliance will certainly become compulsory.

Further, RPS is chiefly judged now on how much of the participant's electricity inventory is derived from renewable sources. And regulators aside, energy-aware consumers—from CCA participants to businesses alliances to individual users—could demand that the electricity they use actually be produced from renewable sources.

To certify that providers produce and users consume renewables could be problematic.
